Environmental Services
Regulated materials are the part of a project where there is no room for guesswork. We handle abatement, remediation, decontamination, regulated material handling, site restoration, and emergency response, planned into the schedule from the start and documented from permit to final disposal.
Scope
Regulated materials handled to the plan, before demolition starts.
Target Contractors performs asbestos, lead, and hazardous material abatement, environmental remediation, decontamination, and site restoration for federal, industrial, commercial, and municipal clients. Supervisors are licensed and field personnel are HAZWOPER trained.
Because demolition and environmental crews work from the same plan, there is one schedule, one point of accountability, and a documented record from permitting through final disposal, so you are not coordinating between contractors.
Core services
- Abatement. Asbestos, lead, and other hazardous material removal in occupied, active, and abandoned facilities.
- Environmental remediation and site restoration. Contaminated material management, grading, and restoration for the next use, with stormwater, dust, and sediment controls maintained through the project.
- Decontamination and regulated material handling. Cleaning and isolating process equipment, tanks, and structures before they are cut or removed.
- Tank removal. Underground and aboveground storage tank removal and demolition.
- Waste management. Handling, transportation, recycling, and disposal of regulated materials, with manifests and documentation.
In detail
Each service adapts to the facility and the project.

Abatement
Regulated materials come out before demolition starts, whether the facility is occupied, active, or abandoned, and the work is documented.

Environmental remediation and site restoration
Contaminated material is managed, the ground is graded and restored, and controls for stormwater, dust, and sediment stay in place until the project is finished.

Decontamination and regulated material handling
Process equipment, tanks, and structures are cleaned and isolated first, so the cutting and removal that follows starts from a clean, isolated condition.

Tank removal
Underground and aboveground tanks are removed or demolished as part of the project plan, scheduled alongside abatement and demolition.

Waste management
Regulated materials are handled, transported, and recycled or disposed of with manifests and documentation, giving the owner a record through final disposal.
How we plan
Compliance is documented at every step.
- Certified supervision. Licensed supervisors oversee environmental work from planning through completion.
- Regulatory compliance. We work in accordance with OSHA, EPA, and applicable state requirements, from permits and notifications to final clearance.
- Laboratory partners. Trusted analytical laboratories provide timely testing and documentation.
- Tracked waste. Waste is profiled, manifested, and followed to approved disposal.
Equipment and resources
The right equipment for regulated work.
- Abatement equipment: HEPA filtration, negative air machines, and containment.
- Dust suppression: water trucks and dust control systems that protect neighboring operations.
- Waste handling: roll-off containers, trucks, trailers, and support vehicles.

Examples of our work
Environmental work in practice
Two projects where abatement and recycling shaped the schedule.
At MCAS Cherry Point, the work covered three aircraft hangars and eleven support structures on an active Marine Corps air station. Environmental compliance and permitting were managed alongside demolition, and more than 70% of the debris was recycled. In Fargo, asbestos, universal waste, and fuel tanks came out first, and the implosion of the 22-story tower was the last step of a schedule built around abatement.

Federal & Defense
MCAS Cherry Point
Asbestos abatement, demolition, recycling, and site restoration of 14 facilities totaling 275,000 square feet.
Redevelopment · Controlled demolition
Lashkowitz High Rise, Fargo, ND
Asbestos and universal waste removed before the implosion of a 22-story building, with 96% of waste diverted from landfills.
